Digitalizing Process of Stamp Duty Payment

Digitalizing Process of Stamp Duty Payment | Department of Provincial Revenue – Central Province

With the aim of implementing Sri Lanka’s National Digital Economy Strategy (2025–2030) and fully digitalizing public services, the Department of Provincial Revenue of the Central Province has taken steps to digitalize the process of paying stamp duty applicable to immovable property transactions within the Central Province.

In accordance with the provisions of Finance Statute No. 17 of 1990, this initiative aims to make the stamp duty payment process more efficient, convenient, and systematic.

As the first phase of this initiative, the new digital process will be implemented as a pilot project from 2 November 2026 for all instruments registered at the Kundasale Land Registry Office. Subsequently, the digitalization process is scheduled to be extended to all Land Registry Offices in the Central Province from 1 January 2027.

Procedure to Be Followed by Notaries

Notaries, who are key stakeholders in this process, are required to visit the official website of the Department of Provincial Revenue, Central Province, and access the Online Stamp Duty Portal. They must then select the “Notary” section and complete the registration process.

Under this new procedure, obtaining a Payment Reference Number is mandatory for paying the relevant stamp duty when registering instruments.

Through this digitalization initiative, the Department expects to streamline the stamp duty payment process and improve the efficiency and quality of public services.
